Are all TRNC beaches "public" beaches?

What are the beach rules about who can use a beach?
Can hotels stop you using a beach in front of their hotel, do hotels own any private beaches?
Who is allowed to rent out sunbeds and shades, and what % of a beach are they allowed to take up?

All the beaches are "supposed" to be free however some of the big hotels charge to use theirs (not that they are allowed to do this but they do) as long as you don't use their facilities, eg toilets, bar, sunbeds etc you are "supposed" to have access.................but this is Cyprus
